One more consideration, IMO:

You says:

it starts always with "HIGH" and ends with "LOW" (except for reset which is always "LOW")

So, what I figure is that the 1 & 0 are developed along time, as a fraction of the same sort of "variable ***". The total duration of the entire Hi/Lo sequence for every signal seems the same as far as what you designed in the first image. Supposing this, where the signal duration (high) respect the standard "no signal" state (low) is the effective data value seems a syndrome of an encoded signal like data transmission over subfrequency i.e. RDS on subfreq of FM, that is not the only one case where this method is applied, seems also used in many other - encrypted or not - sub-frequency transmissions on TV signals, UHF and more.
