I have done this with Google Cloud Platform. GCP provides $300 worth of free Compute Engine running time that can be utilized within 3 months for one email account and AWS provides free tires for certain number per month (700 hours/month if I remember correctly), and you can natively install these tools in those services. One caveat is that you have to do the extra work of installing desktop environment to remotely connect to if you want to do a block design and desktop is laggy.
