They offer a safe and pleasant environment where people are focused on precision and quality. &lt;/p&gt;&lt;p&gt;I would also recommend France which also has excellent research centers where robotics and computer science is often unmatched when it comes down to theory. They also provide for English experiences to Master and PhD students.&lt;/p&gt;&lt;p&gt;Do not give value to University rankings like the the Times since they do not involve panels or committees which are politically neutral.
