Current range: few uA to few amps, voltage range: under 30V, dynamic current measurement very desirable. What do people use currently? a really nice modular dc power analyser from Keysight at $20k ++) and Keithley but way outside your budget - so we'll forget them.

A variety of people make devices intended for debugging.measuring micros (IAR and Hitex to name two) - these are cheaper but limited in application :

here's one of them:

ISCOPE-ARM IAR Systems | Mouser

I would use a scope and a meter with a decent lab power supply:

You can buy a Keysight DMM with quite fast response 34465A34465A would be ideal but is outside your budget

You could buy a Keysight data logger like U2352AU2352A but it's nearly all your budget I have one(or a similar one but I never use it for this kind of thing

What I do is put a small resistor in series with the DUT (Device Under Test) and look at the voltage drop with the scope - sometimes you'll need to knock up a little amplifier to boost the signal.

If you need to modulate the power supply voltage or current you are into big money again.

You can measure the current with a current transducer but the dynamic range of the cheap ones is poor.

Making one is an option but will eat a lot of time.

MK

RE: Source measure unit & a bit more specific - I can't help you re. the power analyzer (if it's mains power you mean bu perhaps you don't) but I know a bit about SMUs - if you means stuff like this:

or

but I don't think you'll get one new for anything less than $3500.

MK
