You can use the Arduino to learn how to setup the logic and the state machines for the rooms.

Unless you have a large number of rooms, you should be able to use the Arduino for your project.

I would take the time first to get comfortable with the Arduino and C programing first.

Then if you decide to upgrade to the RPi, you will have a step up on the learning curve and a better understanding of what you can do with the software.

The SQL database fits the Raspberry Pi better than Arduino. Why? The Pi has a full fledge Linux to handle data on a SD card or USB storage. The Pi can transmit the data on the internet over wired or wireless if you add a wireless USB dongle. Very easy. The Arduino would need extra shield for storage and internet. Oh the Arduino has limited memory whereas the Pi can have up to 1 GB if a Pi 2.
