It's a great kit to learn BLE, Cypress PSoC and PRoC. And the dongle can be used to sniff other BLE devices traffic too. It's not limited to this kit's PRoC and PSoC.

I think that Cypress does a great job to make the whole thing - and it is a complex subject - a smooth experience. This is the kit that helped me from 0 knowledge to a solid basic understanding. I'm still using it - and the TI SimpleLink SensorTag - whenever I want to investigate or prototype something BLE related.

There's so much value in these kits. Just great...

There is a free code builder for STM32Fxxx ARM Cortex micros that can be downloaded from ST's website (CubeMX). It will generate projects for IAR or Keil (and some other) toolsets in much the same way as PSoC creator does.
