Even if the worse happens, there are some excellent websites that show how you can salvage electronics after water immersion.

Most of the newer gear can be cleaned and dried without too much problems.

The older gear, with wooden and cardboard supports were particulary vulnerable.

Perhaps not as much fun, but you can get latching solenoid valves designed exactly for this sort of purpose.

Another idea is to use a pulley wheel or lever and a weight to rotate the valve. Then you just need a solenoid to release the weight. Here is a sketch:

You could add another arm at a CCW position to achieve over rotation...

Good idea John.

I'd suggest a sump at the lowest point so you can also add a sump pump.

I presume you'll also monitor the humidity to ensure a pipe that is spraying water will get detected.

I've toyed with controlling these valves before for irrigation.

I thought about attaching a pulley and using chain drive to rotate it with limit switches and current sensor to stop the movement.

My default choice of motor being a windscreen (whindshield for you americans) wiper motor as they include gearbox, mounting and right angle drive, with low current consumption.
