Are you sure it's not because the thick PCBs are multilayered as the top PCB is substantially thinner?

Interesting stack.

We used to use this technique in the old days where we needed to keep circuits in cylindrical devices like missiles and rockets.

I would say they expected quite a bit of vibration given the board thickness.
