He rushed through the description a bit, but basically he was describing an AC-DC converter (i.e. <a class="jive-link-external-small" href="http://www.ti.com/solution/power_supply_ac_dc_isolated_w_pfc_greaterthan_90w" rel="nofollow ugc noopener" target="_blank">something like this block diagram</a>), not a linear supply.
