Preview HTML links not working

Preview HTML links not working, earlier they use to work properly, now do not work.

1) Video of Road test

You can see in view, if I click any of table of contents in Preview, it opens new window, and on clicking on Table of contents it do not work. Earlier it used to work properly

Video 2 is proof, I have used HTML tags properly and it is site error

2) Video of Design Challange

You can see in view, if I click 'Project Description', it jumps there, but if I click the same 'Project Description' in Preview, it opens new window, and on clicking on Table of contents it do not work. Earlier it used to work properly.
