When is it necessary to "Export to SDK"

I'm learning the ZedBoard and the Xilinx tools, but am confused about the role of "Export to SDK" in PlanAhead.  I understand why I need to do it the first time after creating a new design, but when do I need to do it again?  In other words, what changes to my hardware design imply that my SDK's version of the hardware are out of date.

I am currently running bare metal applications, so it intuitively feels like as long as I don't add/delete peripherals or change the memory map, I shouldn't have to do another export.  Is that the rule?

Example:  I am debugging my peripheral code, and change a few lines of HDL, synthesize, etc., and download the new bit stream with Impact.  Would that scenario dictate that I do the export?

You never need to export. (Well, you need it once to create your Xilinx-BSP.)
exporting will give you the system.xml (shows addresses of periperials).
You can use all features of BSP (i think), even if you did not put them in PL-Fabric.
It also copies the bitstream, so it is easier/faster to download it and create a boot image.

I honestly thing you never need to update the export-project if you know what you are doing.

I always export if I have regenerated the bitstream. maybe this is not necessary?

Export whenever there is a change to the embedded system (i.e you make changes in EDK).
Last week I added a video timing controller to my embedded design, but neglected to export, so the SDK had no idea that there were new elements in the embedded system.

SDK does not care about FPGA stuff as long as you programm the bistream elsewhere

That's true except in the case where you've added processor IP in the PL and want the drivers to show up in the BSP. Then you need to export again.
