Hello,

I have an ULTRA96-V2 board and I want to work it?

Which programs should I install for this purpose and is there a license required for these programs to be installed?

What is the setup that needs to be installed for Ultra96-V2 board?

This is a big question! What tools you need depends on what you plan on doing with the Ultra96-V2. A good place to start is probably Avnet's Technical Training Courses.

Beyond that, at a minimum you will want to install the Xilinx VIvado tools. This blog post describes building an example Vivado project for the Ultra96-V2 board:

And if you want to run Linux on the Ultra96-V2 this blog is a good place to start:
