So, if you believe this is truly the problem then you would need to look at what events would cause the AMD device to trigger this signal. On the board, the +3V3 volt rail drives the LED. So, I would be more inclined to look at what is causing the +3V3 rail to experience problems. Because it is sequenced, the board will need to powered-on before the fan will turn on, ie - simply plugging in USB-C may not power the fan. There is a mode where plugging-in USB-C is possible to power-on the board skipping the push-button. A resistor would need to be moved on the board. See the INIT signal on the power controller and the gray box.
