Turns out you may have to enable it:

From How to enable developer settings on Android 4.2 | Android Central

Go to the settings menu, and scroll down to "About phone." Tap it.

Scroll down to the bottom again, where you see "Build number." (Your build number may vary from ours here.)

Tap it seven (7) times. After the third tap, you'll see a playful dialog that says you're four taps away from being a developer. (If only it were that simple, eh?) Keep on tapping, and *poof*, you've got the developer settings back.

RE: Part 2: Build an Android App on RIoTBoard

This has done nothing to change my impression that using Eclipse is "like flying a jet airliner with 100,000 switches", as an old prof of mine used to say [View:/resized-image/__size/16x16/__key/commentfiles/f7d226abd59f475c9d224a79e3f0ec07-f303a358-bf00-4a8c-a8ac-efaab9fb80a4/contentimage_5F00_1.png:16:16]
