The CAM Processor is automatically flooding the copper when creating gerber. Surface mount pads become shorted. What do I have setup incorrectly?

What happens if you do a RATSNEST in the Layout Editor? Any errors in
the DRC?

No Errors are reported. “Ratsnest: Nothing to do!”
I did not create this design. It is the Arduino Pro Mini Reference design which is found here: https://www.arduino.cc/en/uploads/Main/arduino-pro-mini-reference-design.zip
Any ideas.?
