Saving the file made the difference. I had thought that the &lt;/p&gt;&lt;p style="margin:0;"&gt;eagle.scr ran each time the board was opened, so I could not explain why the &lt;/p&gt;&lt;p style="margin:0;"&gt;board seemed to revert and not show the layer.
