Probably there is a version inconsistency between the EAGLE software that was used to create the .brd file, and the EAGLE software that you're using to open it.
If you have an EAGLE subscription, i.e. you're paying for service, then you should request Autodesk to at least provide a way to open it with (say) an earlier version of software, since it's a fairly high-severity issue if design files cannot be opened! No idea if they will help or not though.
