Imported Design Rules are always appear on Engineering Change Order for Remove Action

I imported Design Rules from another project. However when update PCB they always appear as differences to be removed on the Engineering Change Order dialog. How to fix it?

What sort of design rules - are these ones added to a specific document (schematic or PCB) or imported into the design rules dialog?

Imported into the design rules dialog. I supposed I should probably import them on the schematic somewhere too for sync purposes, but I just didn't find where, moreover they are not about SCH, but about PCB - clearance, net width, etc...

Tried to reproduce by saving away electrical clearance rule, changing current rules, synchronising PCB to schematic and then reloading saved rules and syncing again but never get an ECO dialog because it thinks there is nothing to do. Any hints on what you did different?

Nothing different. I expected at least some "ignore" option instead in order not to uncheck them manually each time, but I guess there is no such option?
