Worst meter ever: ( I received a near-identical one (just missing the transistor tester portion) and it's so bad. The rotating dial is unreliable from new, and the surround smells heavily of plasticizer or other chemical : ) It is also not rated to the specification stated. Strongly recommend you ditch it (it's not even great to hand off to kids, I got them a slightly better multimeter), since you can pick up far better multimeters for $25. If there is a voltage present when you turn the meter to current measurement, a fuse inside the meter will usually fail to protect the meter. Check inside for a failed fuse.

You should probably replace the battery in your meter - notice the low-battery warning which usually means that your readings are not dependable.
