&lt;p&gt;My company sponsored the UML certification that I wanted to have for my personal growth . I did the self-study, they paid for the exam.&lt;br /&gt;For certifications that I need for my job (agile, ITIL, ...) , they pay training and certification fee.&lt;/p&gt;

&lt;p&gt;ARM probably wouldn&amp;#39;t exist without a lot of government funding initiatives. Silicon valley might be a very different place if there hadn&amp;#39;t been massive government infusion in the area (Stanford) during WW2. &lt;p&gt;I don&amp;#39;t know what the state of the industry is today, but it was very common to outsource silicon fabrication but continue to do packaging (and final test) in-house.&lt;/p&gt;
