Hi Gary, it's best when asking a question to do so as a discussion post as more users will see that than a blog post like this. You do need to join the Embedded group to post (if you haven't already).

Regarding your question, I'm primarily Linux user but I have used WinAVR in the past: http://winavr.sourceforge.net/. But I think that you already have the Arduino IDE on Windows, then you should have avr-gcc as well.
