Pretty cool, your typo got me for a second though "25,000 square miles" that would be big enough to power the whole US at least. It would cover the entirety of some of the smaller eastern states. It would be cool if they did build one that big.

Since the panels are on water, ....... They'll also help prevent excess heat in the panels making them 11 percent more efficient than land based ones.

It seems the Australians claim 57% improvement due to the water ....but they used Wastewater.

You can see the questions about the gain from being on water in the comments ...so maybe the 11% is more accurate.

This article suggests the added benefits of these types of installation is less groundworks, and less evaporation, so any efficiency due to temperature control is another gain.

With all these Solar Power type installations, you still need something to power things at night.

And just when you think this is a very green energy solution, the making and disposal is far from it.
