That's the (silent) plan, silent because people won't like it (at least not for a long time). Car ownership will be for the wealthy. Everyone else will pay for service, obtaining use of the nearest autonomous car, or using it with different occupants, much like a bus, but automated. Car manufacturers are already coming up with concepts that do away with facing toward the front, since you may as well sit facing a table like in a train carriage.

ECEs like Stirling engines are less efficient than ICEs, and more polluting.

Maybe there will be a big push to build ICE machines that can be maintained indefinitely circumventing the need to buy a "new" one. Cuba has already figured out how to do this, since they can't buy new American cars.
