Question

I haven't read instructions fully but am I getting correct. 
 
 This project has no theme except Holiday and participants are free to decide and upload first idea and then full project. Or they can just submit project and idea together but the maximum likes would be the winner. 
 
 I m currently taking participation in Design Challenge, where I would be doing 20-30 tasks/experiments. Can I submit part from it. Similarly can I submit other incomplete project here (which was in other design challenge).

You really dont need to upload a project idea first. Doing so tho does generate interest in what you are preparing. 
 The scoring of a project is not concrete, it is subjective and depends on the judges. Some judges take # of likes in consideration, some dont give it much weight. 
 I expect you can reuse parts of a design challenge, but the goal of a design challenge is much different than a project. 
 Kids can enter projects too, and their expertise and technical merit is weighted differently by the judges. 
 A project should tell a story. A project has creativity besides just writing code that saves .0034 nsec or 3uW. 
 That is what makes Project14 so interesting and fun. You can try whatever you wish tho and see what the judges think.

I assume you can submit any old project as long as it has some significant new content. Individual judges may have different opinions on the merits of such submissions. You can probably submit any project that has not won anything, but the blog should be fresh. It is a good idea to list the pedigree of the project.
