Powers of Deduction - What is this a picture of?

The forum has been a bit spotty lately, so I thought I would try injecting a little fun quiz to keep our brains ticking.

Can you identify what the picture is of? Can you identify all the components?

I wouldn't go nuts with Google searches just yet. Clue number one is that it was made before the Internet existed, so Google may not work.

You can treat it more like the game 20 questions. I will answer one or more questions per day, from any speculation that appears in the comments below, until the answer reveals itself.

    Great guess, but you are getting colder.

    Actually, (a big clue or maybe not) I'm not sure if it could be used as part of an automatic dialer system, possibly. It certainly wasn't its intended use.

    That's unfortunate, because this looks like a valid late 70s scenario:

    If you wanted to call your mum, you press play on tape player 1. If you need your dad, then play the other one.

    there would be a convenient pause between two dial attempts. If you called one of your parents 70 times, you'd rewind and restart.
