I have an idea about "mechanism".
Have you seen this: http://nicadrone.com/index.php?id_product=59&controller=product? Dave Jones from EEVBlog did a review recently, it looks interesting.
You could place a two-axis CNC beneath the chess board and arm it with the semi-permanent magnet. If you place an iron plate under every chess figure you could make it work.
As for voice control, there are plenty of voice recognition solutions you could integrate.
