How to get the sponsorship? I don't see any button to get sponsored. Does it mean elment14 would have already selected them?

Have a look at Design Challenge: Example Application , which gives you an idea of what they consider a good application. Don't overpromise though, it has to remain realistic and feasible.

There is an enroll button on right hand side of the page. Only a select few of those who enroll will actually be selected to be sponsored by Element14, but you can still participate and be entered to win the Grand Prize package! There is still roughly 33 days left to enroll.
