As clem57 stated in Pi IoT - Smarter Spaces with Raspberry Pi 3: About This Challenge : Mexico is fine to participate according to T&C (Pi IoT-Smarter Spaces with Raspberry Pi 3: Terms and Conditions ).
Any hardware is fine, but you have to use the Raspberry Pi 3, as stated here: Pi IoT - Smarter Spaces with Raspberry Pi 3: The Kit- UPDATED!
Hello davidoct14 as fvan said, applicants from Mexico are free to participate. You are welcome to use whatever hardware you would like, provided the Raspberry Pi 3 is included in the final build.

You can participate as a team, with as many people as you would like. Just submit one application. We will only award one kit, and one prize(if won) for the entry (not award multiple kits or prizes). Best of luck!

Got a doubt about the Ts&Cs Pi IoT-Smarter Spaces with Raspberry Pi 3: Terms and Conditions. It is mentioned we should own all IP's used. I am not that knowledgeable about IP's and licensing, are the challengers able to use libraries for the RPI or Arduino that are commonly used? To mention a couple of them, RF libraries, MQTT or other sensors and actuators...
Maybe the question is too wide, but not sure how to narrow it down without going into all of the libraries, etc.

small question - I noticed some countries in EU like Luxembourg and Croatia are not on the dropdown list in the registration form; will they be added perhaps?

They will not be added to the drop down at this time. Their omission from the list does not exclude them from being able to apply for the challenge. When filling out your application, select "other" and than put your full address into the application (just in case).. Good Luck!

I submitted a design idea for this challenge on 12th May. below is link:

but i never received any confirmation email etc like other people are saying they received it. please check
When you submit a Design Challenge (Same for Road Test), you don't get a confirmation email (Or at least I never have over the last few years)
element14Dave can you please confirm. If this is a new feature then I also did not get an email, but im pretty sure they dont get emails on application, only when E14 sends out who has been selected.
