Not really, it'll be some factor slower if you used an emulator on a Pi and you're introducing potential problems. Such as, what if the SDCard corrupts? What about the legalities of ROMs ? How do we get VGA out of a Pi?
Some of these questions may seem simple, but there's a lot of benefit to just being able to get hold of a gameboy cartridge, slot it into the machine and power the whole thing on. The cost of buying and adapting a raspberry pi to work could end up working out the same as using the fpga.
Also, you can't necessarily directly use real cartridges with a raspberry pi.
