This would be my main worry - public safety with handheld items is a very difficult thing to do already and with laser cutters that can cause burns I would rather such a technology was not built for a few reasons.
I don't mean like a long distance pointer, just VERY close ranged focus(3mm etc).
That seems like an idea that will lead to a burnt hand or blind person. Laser cutters are packed with features to stop you looking at the beam so this defeats the point. Even if it only cuts at a few mm it is dangerous to the eyes at a much longer distance. Don't risk your sight, just use a full laser cutter.
I'm only talking about a 150mw laser from a DVD player. Not a 80W laser cutter. 150mW is only enough to engrave wood slowly. You hold your hand in front of it for a few seconds but as an indian I can't use the back of my hand and darker substances absorb heat. lol

We are not going to supply advice or recommend this project. Even if it is low power, it can be changed to be misused and dangerous, which is why we do not want to see this finished.
If you want to do this, by all means go for it, but otherwise do not bother.
I suppose I was a little pushy. I will actually make one, If anyone's interested I could share a video.
Rather than putting the laser in the pen, why not modify a laser cutter so you can control it with a graphics tablet, it will still let you quickly draw designs and will be many orders of magnitude safer.
I don't have $15,000 to spare XD
