What a cool project! I don't have any 8mm film to scan, but you are making me wish I did.
I will make a suggestion, which the peanut gallery will, if behaving in typical form, jump like Bob Beamon: make this thing from an 8mm film editor. This should provide you with the bulk of the mechanical infrastructure you will need.

The project is designed to be able to reliably capture each frame of a reel of 8mm film (Super 8 or Standard 8) as a high quality photo. Bracketing is possible to cope with underexposed or dense film.Once captured, the folder of image files can be transferred to a PC for further processing.

This project was started by jas8mm (https://www.youtube.com/watch?v=xm3jTsKSOtE&feature=youtu.be) However I really need help with getting started as the direction are good but vague in lot of areas.
