Theoretically if you hook it up to a DC motor and a boost converter, you could generate 5v. Unfortunately, the energy of a few cats is not significant enough to be worth capturing, unfortunately they tire way to quickly. If we remove the requirement to use a wheel then burning the cats might generate enough enough energy to charge your phone, but I think the RSPCA might not like that.
