a device that can take a measurer how many kilowatt per hour of consuming electricity ,

can monitored by creating a log, on that way you can see how efficient or ecofriendly or energystar is any equipment around house like dvd player, cellphone's chargers, light bulbs etc on operate mode and standby mode

    mean something like this? http://www.newegg.com/Product/Product.aspx?Item=N82E16882715001&nm_mc=KNC-GoogleAdwords-PC&cm_mmc=KNC-GoogleAdwords-PC-_-pla-_-Home+Gadgets-_-N82E16882715001&gclid=CjwKEAjwyPW5BRCC3JaM7qfW_FwSJACM3jz9sknU3ujZQqQIwp4InXMtsiyQh6QsjWrb_MXdbyFhphoCupPw_wcB&gclsrc=aw.ds

I have something similar here but it is more of a meter/monitor than a logger.

    http://www.maplin.co.uk/p/15a-plug-in-energy-saving-monitor-l61aq

No flash memory card to keep a track of usage over time in a log file.

Meters are available on the market that do however, but significantly more expensive.

UX120-018 Plug Load Data Logger | Onset HOBO

As 'smart meters' are rolled out, people are gaining better insight into their power consumption as a whole, however the information is still limited when it comes to identifying smaller inefficient devices which may be consume a lot over time.

What might be more useful would be to have a low cost 'smart plug' so that power consumption and usage patterns of multiple individual appliances could be logged allowing instant access to the detail. It could also potentially be used to identify worn bearings in appliances like freezers and central heating pumps, giving you some warning before they actually fail.

I suspect that this feature will eventually be incorporated into smart devices as standard but in the meantime there is probably a worthwhile project here.
