I belive a fully functional pipboy would be a good idea for a future episode being a fun project with many fans. That is if you could, I do not know how to nor do I know if its impossible, but I belive if it is you can do it.

I don't think a PipBoy would be impossible at all.  I mean, essentially you're building a cooler version of a smartphone, albeit a slightly less convenient smartphone.  But a raspberry or beaglebone would make it easy enough.  A DOS-styled OS would give it that Fallout computer feel.

biotelemetry/Bionics (health monitoring/aim assist) aside, a fully functional pipboy is at best prohibitively expensive.  The local map functionality alone seems to be outside the abilities of currently technologies given the form factor limitations imposed by the pipboy's design.  You'd also have to automtically update your stats somehow. I cant imagine having to manually adjust the counter every time I took jet or killed a raider. What a pain!

Pretty sure there's already a mod where you take the Special Edition Pipboy and put a smartphone in it.

though not technicly a fully functional pipboy there is and app for that. lol, had to say it. check out the "PipClock" in itunes. it gives a wasteland version of current weather, rad counter "fake of course. various radio stations, and some more options that are cool and all with that fallout look.

Before embarking on any project, it's a good idea to spend a few minutes Googling it because chances are, somebody's already done it.

That's not to say you should build it either, moreso that there's a wealth of information on the Internet and no reason to re-invent the wheel.
