I don't understand what Pin 1 of SV1 is supposed to be.  Did you mean for it to be a serial header and want +5V to be connected there?

Also, what is C4 doing?  I generally don't put caps on my reset because it makes it hard for the mciro to be programmed as I think it expects a specific pulse on the reset to go into programming mode.  That being said, because Pin1 is kind of floating out there it won't do anyharm until you actually have Pin1 connected to something.

    Lastly, I'd switch R2 to a 10k for a stronger pull-up on the reset.

As far as an AVR board goes it's fine, I'd remove C4, put Vcc on pin 1 of SV1, add another capacitor to the AVcc/ARef section (it can be the same size as your other caps), switch R2 to a 10k, find a value for R1 (http://led.linear1.org/1led.wiz), and everything else looks fine.  Keep in mind, you will have to program this with an ISP programmer before you can use it as an Arduino, that or buy preprogrammed Atmega8's with the Arduino bootloader on board.

Also 100k pullup on Reset is a bit much. 10k is fine.
