Portable Pi Power Problems

I am working on a portable Raspberry Pi project and am having a bit of trouble finding a power supply that will do what I want it to do. I am looking for something that will step down from 7.4V to the 5V the system will need, as well as allow the system to operate while charging. am I just over complicating things? or is there an off the shelf unit I can build into the system?
