Have you looked in the data sheet for a voltage regulator? They are pretty self explanatory. Voltage in, Voltage Out, Ground, and then some caps on the input and output.
Many Regulators are "programmable" meaning specfic resistors between the output and the common can be used to tweak the output voltage.
