RasPi can talk to a VGA monitor through an HDMI->VGA converter box. There are some issues with this, which are described in the RasPi Hardware Wiki:

On the monitor its given dc so I don't know how much Vs to supply it because I want to plan everything in advance

The eBay page shows a picture of a power supply and VGA cable, so I would hope that the vendor includes a compatible power supply so you don't really need to know what the DC voltage/current is. However, it would be worth checking that they do include the power supply.
Regarding HDMI-to-VGA converters in general: if you read the RasPi Hardware Wiki pages that I linked to, you'll find that getting a compatible converter can be problematic. For best results, get one for which someone has already reported RasPi success. Otherwise, you may need to play hardware and configuration games to get it to work. I'd be very careful with a self-powered converter like the one shown above. RasPi provides 5V to on its HDMI connector through a BAT54 diode D1 which has a 200 mA max rating. If the adapter needs more than that, D1 may burn out. There's a good discussion of this at the RasPi Forum: http://www.raspberrypi.org/phpBB3/viewtopic.php?f=28&t=9819
So, if you need to get a converter that doesn't have a track record with RasPi, it's probably best to get something with an external power input. But do expect to have to play with config.txt to get it working.
