Hey Ben, Apple released their Macintosh boot disks legally and for free to the public. You can easily burn them to floppy drives using a regular PC floppy drive and a windows binary img imaging utility.

I just went through this, WinImage worked well for me! if you need to transfer other older Mac stuff there is a piece of software called MacDisk that will allow you to drop older files on to a Mac formatted disk once you have your old Mac up and running. MacDisk will also break the .bin and .sit containers leaving the contents untouched by windows to the disk. Hope this helps!
