Running anything out of specification is going to make it behave strangely.
What will likely happen with this, is that the gamepad will get hotter, this will shorten its lifespan.
It's likely that the hardware is actually specified to approx 5volts, hence the specific 4.75 and it'll probably work. It's unlikely that your wall adapter, combined with the length of cable, will end up being exactly 5volts anyway.
So it will work, for how long is unclear, you'd be better off ensuring that the voltage at the end of the cable is close to/at 4.75v using a multimeter.
Basically you're running a risk of damage, it may be a low risk.
