I'm sure he just made the board himself using the LM386 chip, and all it does is amplify the audio the Parallax decodes and makes

But its pretty expensive, and then you'd still need to decode the speech and output it to the amplifier, your best best is probably this thing

You use its software to convert the audio and then you can use your favorite dev board to play, skip, pause, etc.
