the price of a 3D printer is still really high. how cheaply could you print as many components as you can and then buy the rest could you make it cost efficient ?

The cheapest you could build one for would be around $400. There is companies that sell them for around $200 like Makibox.com. The 3d printers in the reprap family was based off the fact that you could build a printer and then print the parts needed to make another. I would check out reprap.org.
