Arduino hack

I found a atmega324PA in a multi-rotor control board.

-Radio Control Planes, Helicopters, Cars, Boats, FPV and Quadcopters - Hobbyking

It has an ICSP header. So I had 3 questions

1)Can I erase the memory using the ICSP header

2)Can I write to it an arduino bootloader

3)can I program it using ICSP

Also I'm using this because it's LCD broke in a crash, so I was hoping to take the chip and use i has an microcontroller

Also only the screen is broken and pins are bent but everything else is ok

Two questions :
1. How you are sure it's an arduino? Just by seeing the hardware or some other logo was there?
2. What kind of package is the AVR IC?
If it's a DIP, you can remove it from the board and try using Parallel programmer to upload bootloader. Check here : http://arduino.cc/en/Hacking/ParallelProgrammer
If it's not, u have to try the ICSP header. Instructions are here : Arduino - Bootloader

It's an atmega324pa smd chip not arduino. I wanted to know if I could remove it from the board and use in my own projects.

I think you can. It's listed in the webpage :
The 6 Pin USBasp AVR Programming interface ensures future software updates will be quick and easy.
So technically you should be able to upload any hex/bin files to that.
One problem you may face is with the bootloader. As far as I know 324 bootloader is not available officially( may be wrong ), but after a quick googling I found these links interesting

Check that!
Again you need to have a USB to TTL level converter in future to upload the sketches from arduino IDE.
