It depends on what you mean by "work". In principle, Windows can execute on a RasPi by emulating the x86 instruction set. However, in practice Windows doesn't "run" on a RasPi -- it's more like "crawling" 
Even then, it is a horribly stripped down, almost crippled version of xp. johnbeetem is not underestimating when he says it is slow.
Whether or not something that is too slow to use counts as working is debatable.

John, Saw one YouTube video with RPi running linux with a virtual machine with Window 7... But it crashed and looked unstable. Clem
No doubt, but as you say it's all a bit pointless because it's just so slow and probably buggy.. fun but not useful

I have to summon all my patience to run Chrome on an LXDE or XFCE desktop on 1GB RAM Raspbian.
Windows? Why would anyone do this? Maybe, in the future, Windows 2089 will be installed on the RPi-2089 as easily as Raspbian is today. I'll try be watching with bated breath from wherever I float away to post-mortem. (-:
