Help with ASCII keyboard

Question

I was wondering what i would need to make a keyboard output standard ASCII text,and also what I would need to interpret the text,also what would I need to drive a small LCD,the reason for this is I wanted to make a small pocket computer like ben hecks BASIC computer plus the texting radios

Build a array of 10 outputs taking one at a time high. 3 rows are detectors (inputs) to sense which is high. See diagram:

So if Row2 detects when 3 is high, f was pressed. If Row1 detects when 9 is high, p was pressed.
