DVB-T transmission is possible using the RPi's on board freq generator, however it's TX only (and EMC issues might arise...)
Possible with an inexpensive RTL-SDR it can turned into a full duplex TRX.
Other possibility is to use https://www.crowdsupply.com/lime-micro/limesdr
Not sure how powerful RPi 3 for this task however, but might possible for a pico bts.
