As you stated, it is a measure of how far within the community your post reaches. I'm on a mobile device, and if I touch each metric whilst viewing them I get an explanation.
I've not tried mouse clicking them on my desktop so I don't know if you can easily see it there.
The text I get is pasted below:
Reach conveys how widely viewed your content is in your community. We use a calculation based on number of registered users, and include web and mobile views only. This does not include those following content via email.
The desktop version of the element14 website is great.
All the features are available. I prefer the desktop version over mobile.
There are critical features that are missing from the mobile view of the website.
For instance, when viewing a post, on the right side of the mobile view,
the entire column that contains follow link, share link, bookmark, like button, and star rating are missing or not available.
I can read a blog post but not give it a like or star rating with mobile. Only on comments a like thumb is available.
The learn more link is missing for the Impact Metrics page. This is the page that contains all the statistics. There is also a graph of views over time on that page. None of this is visible on either of my Android devices.
I have not been able to find a way to view the full desktop view on Google or Chrome browser for Android. Also can not attend live Webinars and sometimes the recorded Webinars will not play from E 14 website in Chrome browser for Android. Google browser is the same. Most websites have a mobile and full desktop view that can be changed with the way the URL is entered. This is not the case with the element14 website.
The options on writing a reply such as Insert Image, Insert Video, etc are missing from the mobile view.
The mobile view could use improvement. The same issues occur on my phone and tablet.

On Android, there is an option in Chrome to 'request desktop version' of web pages, and that reverts you to the desktop view (iOS may have a similar type of setting, but I'm not sure). To do that on Android Chrome, tap the icon with three vertical dots (...) at the top-right of the screen, and then in the drop-down menu that appears, there should be a check-box for 'Request desktop site'. Hopefully that will work for you.

Just about all the missing items you refer to depend on the orientation of my phone when using an iOS (Apple) device.
If it's used in 'portrait' then yes - I get a very reduced toolset and display.
Rotating the phone to landscape gives the FULL desktop version - I just pinch to zoom out a bit and it's all there. I selected the 'learn more' option on my phone.
All the links for adding photos etc. to your reply are above the text box as I type now.
I do use the desktop a fair amount of the time, viewing at work for instance (over lunchtime of course) and at home most of the time. (I have such poor internet that I tether all the house IT to my phone and stand it on a windowsill)! 
Hopefully that hat helps a bit.
