The first fog screen I'm aware of was demonstrated in 2002, and commercialized in 2003 (Fogscreen, Inc.) by Ismo Rakkolainen. See: https://lemelson.mit.edu/resources/ismo-rakkolainen
I first saw a movie around that time using such a display created by DARPA for the "Command Post of the Future" concept (Around 1997 IIRC), that was a computer simulation rather than an actual system, but obviously based on Rakkolainen's early concepts.

I don't believe the video in the original post is a fog screen, spinning LEDs though?
The technology looks different. I recall that the Genisco had an oscillating flat mirror arrangement synchronised to the display whereas that SEGA looks like a static parabolic reflector placed in front of the display.
I saw a fog or smoke screen projection system and some kind of holographic movie at Expo86 --- eons ago...blew my mind...
