I'm more than likely mistaken, but it looks very similar to an old Garmin Bluetooth GPS receiver? I was absolutely amazed how much runtime they managed to eke out of such a tiny battery.... would be an interesting one to reverse engineer!
Good guess, it is old but it isn't a GPS.
But it isn't ancient - it has a USB connector on the back.
Not a charger but one of the indicators on the front is a power indicator.
It looks a bit like my stud finder, but it is not a stud finder. There are no buttons on the device.
id card or magnetic strip reader?

Perhaps not ancient in a historical context but USB has been around for 30 years.
