Probably around 200 engineers working for at least 4 years. You could split them up into teams. Team 1) work on the handset Team 2) work on the wireless tower Team 3) work on the rest of the network systems…

You could use a Raspberry Pi connected to wifi and a CapHat as the keypad. I haven't tried it but with a bit of construction you could use Skype or another like google voice through this?

Team 1) work on the handset

Team 2) work on the wireless tower

Team 3) work on the rest of the network systems (presumably if you want to make a handset and a broadcast tower, you are going to want to find a way to interface it to the rest of the phone network)

I don't know, I'd wager he could do it with 9 engineers. (unless you needed to build the chips) Still using cots parts 9 engineers should be able to do this in 30 days.

All you really need is money.

Seedstudio used to make a shield for Arduino

The problem with small towers is, they're not very tall, otherwise they work great.

People have been using portable wireless communication since WWI (call it the last 100 years).

I think the real question is how do you do line of sight communications? Well if you can't make two large towers, you make more small towers. (or find tall buildings, or natural features)

Anyone ever see the longest non-repeater wi-fi link?
